Enhanced Support For Californians With Intellectual Disabilities

On September 28, 2024, Governor Gavin Newsom signed a series of bills aimed at improving the lives of Californians with disabilities, particularly those with intellectual and developmental disabilities (I/DD). This legislative package focuses on increasing accessibility, inclusivity, and support across various facets of life, including education, employment, and community integration.
Key highlights from these bills include::
- Transparency in Support Services: Regional centers providing services to individuals with I/DD are now subject to the Public Records Act, enhancing transparency and accountability in the allocation of approximately $15 billion in annual funding.
- Prohibition of Prone Restraint in Schools: The use of prone restraint—a dangerous physical restraint technique—has been banned in all California schools, safeguarding students with disabilities from potential harm.
- Early Planning for Postsecondary Goals: Students with disabilities who have an Individualized Education Program (IEP) will begin planning for postsecondary goals no later than age 16, facilitating smoother transitions to higher education and employment opportunities.
These legislative measures build upon California's ongoing commitment to support the approximately 400,000 residents with I/DD, ensuring they have the resources and opportunities to thrive within their communities.
